GENERAL DESCRIPTION : Performs complex (journey-level) program management specialist work implementing the legislative operational goals of the Budget section. Work involves ensuring multiple interconnected projects relating to legislative operations are successful and by deadline. Specific projects include the Operating Budget, Strategic Plan, Legislative Appropriations Request, performance measures, fiscal notes, and other legislatively mandated reports. Work is performed under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES :
1. Coordinates the development, review, and analysis of fiscal reports in collaboration with Division staff. Prepares such products for review and approval by the Director of Legislative Budget.
2. Coordinates goals, objectives, develops schedules, and priorities/standards of legislative activities within Budget section.
3. Advises and assists the Director of Legislative Budget in the interpretation, formulation, and implementation of financial requirements.
4. Assists in the preparation of educational materials to train department staff in contributing to legislative deliverables.
5. Provides cost estimates for legislative requests/bills and prepares fiscal cost estimates for the department's executive review.
6. Assists with the preparation and submission of the Department's Strategic Plan and associated performance measures.
7. Evaluates legislative activities and/or functions under the guidance of the Director of Legislative Budget and identifies need for changes.
8. Interacts with internal and external stakeholders to achieve goals and meet deadlines and other requirements.
9. Assists in the development of the department's financial reports and presentations for legislative committees.
10. Assist with other Budget activities as needed.
11. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
12. Perform other duties as assigned.
QualificationsGENERAL QUALIFICATIONS and REQUIREMENTS:
Education - Graduation from an accredited four-year college or university with a Bachelor's degree required; major in Business or related field preferred.
Experience - Minimum of three (3) years' working in a state agency's legislative operations is required; including significant work experience writing fiscal notes, assembling strategic plans, and developing Legislative Appropriations Requests.
Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence.
Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint, Tableau, ABEST, USAS) and be able to learn new software/systems.
Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.

Schedule and / or Remote/Telecommuting work - Availability for after-hours, weekend, and emergencies may be required. This position may have the ability to telecommute based on the needs of the division/agency.

State of Texas Benefits and Retirement Information:
A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
